In all industrialized and/or market societies welfare policies are the main instrument for nations to bridge the gap between the rich and the poor, a gap which in a great number of states is growing. Welfare  at a micro level should  therefore help people to master their problematic life situations when they are not able to solve them by  themselves. But that is very often not the case when structural dimensions are involved, eg. unemployment .In many so called welfare states there is now a trend to change the helping system  from cash benefits to a service system with great consequences for the needed but also for the non public providers . That will be explained for the western welfare system. Furthermore the policy of the
European Union us a main political player and necessary alternative suggestions concerning all 27 member states for a new extensive normative approach for their disparate programs will be discussed and  widen the debate into the question , what really is or should be welfare.

教授简介:
He is senior research professor at Bielefeld University, adjunct prof. at the school for social policy and praxis of the University of Pennsylvania in Philadelphia and proud to be a honorable professor at the Shanghai University, doing a lot of research about disadvantage youth and has been coordinator of three big European Union funded cooperative empirical research projects with colleagues from 13 nations, also international PhD programs. Director of the Bielefeld center for education and capability research. The results of the research are the base for the development of a new programmatic approach for modern professional social work and social services.
